What NFL coach started the taxi squad?

I was talking to my Dad (he is 84) and brother (who played with the Packers and Bills) about the taxi squad. Neither one had heard of it and didn't believe me when I explained it to them. If you know what it is just reply with the initials of the coach who started it.

No far doing a Google search. You'll be given a 20 yard penalty if you do.

I don't know who, but I believe it was started in Cleveland. Do I get half credit??
