Carter got injured, he would have been stellar in the NFL.

No one knows that for sure. You would have a better argument if you had said that Bo Jackson would have been a first ballot Hall of Famer, had he not been injured, because he was actually playing on that level before he got injured. Carter was never spectacular on the NFL level. I realize he got hurt in his first preseason game and that's sad, but that doesn't mean he would have produced on the NFL level had he not gotten hurt. Carter was a great player on the college level, but not every great college player plays great in the NFL.

Carter was only a bust because of an awful injury he sustained immediately. That really killed the Bengals in the mid 90's in my opinion...they were already bad and that just made them even worse because they had nothing to build on.

And Vick for all of his faults was not a bad #1, he was a bad restricted free agent pick up. Had they parted ways after his first contract, it wouldn't have been that big of a deal... Of those mentioned though, Carr and Vick don't really belong only because they did what they did, Carr may not have produced so much these days, but he wasn't half bad with the Texans, the main reason that he's so bad now, I feel, is due to the amount of time that he got hit. You kind of develop the yipps, if you know what I mean. Besides, who else were they going to take... They needed a QB, they could have picked Ramsey or Mr. Pass Around himself, Harrington... Not much there.
Also, if you're going to put guys in there that got hurt... What about Bo Jackson... Love the guy, but he didn't last long. There are tons of people like that... I don't feel your list is a good one.

Carter was injury prone going in. That was a very risky #1 pick, and the risk was not worth the reward.
