Why didnt Tommy Frazier make the top 25 List?

ESPN/ ABC ran down their top 25 greatest players of all-time this bowl season, and Frazier was not even on the list.
Why does he keep getting screwed? Seriously, can someone here answer that?
Here is my top 5 all-time, from 1970-present:
1- Vince Young
2- Tommy Frazier
3- Barry Sanders
4- Marcus Allen
5- Herschel Walker

He was one of the all timers! He and VY were screwed by the Heisman voting!

He should of just broke in the top 25 at the very least but the galloping ghost deserved #1 followed by Barry at #2.
