I would completely disagree.
Garcia is a very limited player. He just happened to play on a team that ran a system that masked his shortcomings. He got on a hot streak at the right time and now has a chance to cash in on it. The truth is that Garcia has failed as the starting QB for 2 teams since leaving the Niners. Failed badly. The ONLY time he has been successful is when he is in a pure dink-and-dunk WCO system.
Please note, I am not saying that Garcia is a bad player, just that he needs a very specific environment to be effective. Put him on the Colts, Patriots or any other team that plays more vertically and he would struggle. He isn't good just sitting in the pocket and doesn't have the arm to go deep.
Garcia got his wish. He signed a 1-year deal on a team that, if given a chance, he could look good on. He wanted that so he could cash in as a FA. He can. He is not the best FA QB on the market. Eagles are not going to give him a multi-year 3+ mil per deal just to caddy for McNabb (and make no mistake, McNabb is a far better QB). Garcia will get a shot to start someplace else, he should take it.
From the Eagles side, Feeley was "Garcia" just a few years back. Stepped in for McNabb and lead them into the play-offs. In that case, McNabb returned, but the situation is very similar. Feeley bombed miserably as a starter. As a back-up though, he is decent. He will cost far less than Garcia and won't be a potential distraction if he isn't able to start.
Garcia wasn't a threat to start over McNabb. McNabb has been a consistent good to great QB for his career. Even last year, McNabb played better than Garcia. Garcia just had the softer schedule (his only two noteworthy opponents were the Cowboys and Giants; both of which were a mess when the Eagles faced them). Garcia represents an upgrade to many teams, but the Eagles are not one of them.
